Read this week's roundup of the key planning applications in the Maldon District, received or decided on by the Council.
Applications received
1. Land at Museum Of Power Steam Pumping Station, Hatfield Road, Langford
Erection of an education centre building.
2. Land at Great Hayes Business Park, Lower Burnham Road, Stow Maries
Demolition of two dwellinghouses (Use Class C3) and erection of five commercial units (Class B8 (storage and distribution) and Class E (offices and veterinary clinic)), new internal road layout and car parking provision.
3. 7 Silver Road, Burnham-On-Crouch CM0 8LA
T1 Holly - Crown reduction by 1.5 metres in height and lateral growth. T2 Labernum - Crown lift by 2 metres. 1 metre Crown reduction. T3 Walnut - 2.5 metres Lateral Reduction to left side of tree to re-balance crown. T4 Wild Cherry - 1 metre Crown reduction in height and lateral growth, Remove deadwood. T5 Holly - Fell. T6 Wild Cherry - Crown lift by 2 metres to give a total of 3 metres clearance. T7 Horse Chestnut - Removal of basal epicormic growth up to 2.5 metres, Crown thin by 15 per cent.
4. Boat Building Yard, Lock Hill, Heybridge Basin
Demolition of existing buildings, and construction of four mixed use live/work units, provision of hard and soft landscaping, sustainable drainage, vehicular access and associated works.
Applications approved
1. Barclays, 18 High Street, Burnham-On-Crouch CM0 8AA
Removal of existing external signage, removal of external ATM and infill existing cut out hole by brickwork to match existing brickwork, removal of night safe and infill existing cut out hole by brickwork to match existing brickwork, remove existing CCTV camera.
2. They Love It Limited, Unit 4, Galliford Road Industrial Estate, Galliford Road, Maldon CM9 4XD
Change of use of warehouse (Class B.8) to commercial/business use comprising the manufacture of raw dog food (Class E(g).
3. Barn A, Lofts Farmhouse, Broad Street Green Road, Great Totham
Repair and alteration works to curtilage listed agricultural barn to enable its use for farm welfare, workshop and studio.
4. 52 Coopers Avenue, Heybridge CM9 4YX
Existing Garage to be converted to a annexe.
Applications refused
1. Land opposite St Nicholas Village Hall, Witham Road, Tolleshunt Major
Change of use of land to car park for the use of St Nicholas Village Hall.
Reasons for refusal:
- The use of the land as a car park, due to its proximity to the neighbouring residents and the hours of use, would cause harm to the amenity of the occupiers of these neighbouring properties as a result of noise and general disturbance, contrary to Policies D1 and D2 of the Maldon District Local Development Plan and the NPPF.
- The site is a corner plot location and is highly visible from within the public realm. The site is currently verdant and, whilst not maintained, makes a positive contribution to the character and appearance of the area. The proposed development includes the removal of the majority of the existing vegetation, and its replacement with a hard surface, vehicular and pedestrian accesses to provide parking for up to seven vehicles. The development would result an incongruous urbanisation of the site and the area around the junction which would constitute significant harm to the character and appearance of the area, contrary to Policy D1 of the Maldon District Approved Local Development Plan and the NPPF.
- Insufficient information has been submitted to allow the Local Planning Authority to assess the impact of the proposal upon trees within, and adjacent to, the site. The proposal is therefore contrary to Policies S1, D1, D2 and N2 of the Maldon District Local Development Plan and the NPPF
2. Pebbles, 59 Mountview Crescent, St Lawrence CM0 7NS
Demolition of existing dwelling and replacement with a two-storey dwelling with three bedrooms, associated external works (including an air source heat pump) and landscaping.
Reasons for refusal:
- The proposed replacement dwelling, as a result of its scale, design and location, would have an adverse effect on the character and appearance of the site and surrounding area that would be harmful to its immediate surroundings, contrary to Policies D1 and H4 of the approved Local Development Plan and the NPPF.
- The terrace to the rear elevation of the dwelling proposed, due to its elevation and absence of any privacy screens, would provide opportunities to directly overlook the rear gardens of the neighbouring dwellings as well as the conservatory to the rear of no.61. Therefore, the development would cause material harm to the occupiers of these neighbouring dwellings by reason of a loss of privacy, contrary to Policy D1 of the approved Local Development Plan and the NPPF.
