Southminster: Design and layout of new homes development next to park to go before district councillors this week

THE detail of plans for 13 new dwellings in Southminster on land next to the King George V Memorial Park will be debated by Maldon District Council (MDC) on Wednesday (23 June).

A meeting of MDC's South Eastern Area Planning Committee will decide whether to approve the detailed layout and design of the development at Glebe Meadow.

Outline planning permission for up to 13 new homes at the site was granted on appeal to the Planning Inspectorate in June, 2017, after the initial application was rejected by MDC. A condition of the permission given by the inspector was that the full details of the development - including appearance, landscaping, layout and scale - would be dealt with by the local authority as a "reserved matters application" at a later date. This is the step that the developers are now taking with the new application.

The main issue under consideration at the appeal was the effect of the proposed development on the character and appearance of the area.

The outline planning permission was accompanied by a formal agreement with the landowners to meet the following obligations:

- on-site open space and amenity land, with at least 20 per cent of the site to be used for public open space

- an agreed amount of affordable housing.

A single point of vehicular access will come from Vicarage Court and this has been approved under the outline permission.

The proposals include a full range of homes from one-bedroomed through to five-bedroomed.

MDC planning officers have recommended approval of the detailed plans.

MDC has received five letters of objection, containing 27 points of objection to the current planning application.
