See below for this week's key planning applications in the Maldon District, received or decided on by the Council.
Applications received
1. Land at former Maldon Fencing Co, Burnham Road, Althorne
Outline planning permission with the matters of access and scale for consideration, for the erection of nine dwellings and a commercial building (Class E), with associated landscaping and parking to create live-work units for micro-business use.
2. Land at Lower and Middle Farm, Blind Lane, Tolleshunt Knights
An application to demolish five existing silos and conversion of one silo into habitable accommodation.
3. Land west of Willows End, Stephenson Road, North Fambridge
Outline planning permission (with all matters reserved for future determination) for the erection of five dwellings.
Applications approved
1. Woodpeckers, 15 Mangapp Chase, Burnham-On-Crouch CM0 8QQ
An application for the erection of five new dwellings.
2. Land rear of Hawthorns, Braxted Park Road, Great Braxted
Erection of twelve stables, (six stables for hobby use and six for commercial use) including tack and hay store incorporating permissive farm rides to connect to highway and bridleway network.
3. Oakley Brick House Road, Tolleshunt Major CM9 8JZ
Variation of Condition 4 on approved planning permission FUL/MAL/05/00913 (vary planning approval MAL/930/85 from six mobile homes to four mobile homes (Condition 4) and one detached bungalow) to permit the use of land for the provision of one additional mobile home for gypsy/traveller accommodation and one unoccupied touring caravan to be stationed upon each of the plots.
To the south of the site is a travellers' site known as Brick House Caravan Park.
Applications refused
1. Willow End, Franklin Road, North Fambridge CM3 6NF
Proposed first floor extension, single storey front extension and internal alterations.
Reasons for refusal:
- The proposed development, due to its bulk and scale, would appear as a dominant and intrusive feature, which would be out of keeping with the character and appearance of the existing dwelling and the streetscene, to the detriment of the character and appearance of the surrounding area. The proposal is therefore contrary to policies D1 and H4 of the Maldon District Local Development Plan and the guidance contained within the National Planning Policy Framework.
- The proposed development would result in an unneighbourly form of development due to the siting, scale and bulk of the proposal causing overshadowing and dominance that would have a detrimental impact on the amenity of the adjoining residents, contrary to policies D1 and H4 of the Maldon District Local Development Plan and the guidance contained within the National Planning Policy Framework.
2. The Horse Barn, Latchingdon Road, Purleigh CM3 6HR
Retrospective planning application for the erection of a garage/home office outbuilding.
Reason for refusal:
- The proposal has been found to be in breach of planning Condition 3 of planning permission reference 17/01475/FUL, and planning permission reference 19/05114/DET. The development as proposed is considered to introduce a form of development that appears as intrusive, stark, and urban, to the detriment of the character and appearance of the open countryside and is out of keeping. The proposal is therefore contrary to Policies S1, S8, D1 and H4 of the Maldon District Local Development Plan (2017), and the policies and guidance contained in the National Planning Policy Framework (2021).
